Phyllis Ludwigsihn’s latest task was simple enough: just call on each of the 16 tenants in the 209 building and let them know they can either buy their apartment or move out in 30 days. Only when one of the tenants is found lying on her kitchen floor with her head bashed in, Phyllis had to call on the tenants a second time for a different reason.
